In Draft Trading Rule

If you have traded a pick at least half an hour before the pick is scheduled to be up (not half an hour before it expires), and the Trade Council has not finished voting, the vote that the trade is at at the point of when the pick is up is the final decision. So if it's 1-0 or 2-1, and the pick is up, it is approved. If it's a tie (has to be at least 1-1), then it is also approved.

If no one votes on your trade btw, consider it denied.

So:

0-0 = denied
0-1 = denied
0-2 = denied
0-3 = denied
1-0 = approved
1-1 = approved
1-2 = denied
1-3 = denied
2-0 = approved
2-1 = approved
2-2 = approved
2-3 = denied
3-0 = approved
3-1 = approved
3-2 = approved

Note that this only applies for trades which have picks that will be up.... so Player A for Player B doesn't apply, or Player A for Player B + 5th round pick when we're in the first round...
